Jérôme Grand d’Esnon has spent most of his career in the public sector or practising public law.

His background, including as Director of Legal Affairs of the City of Paris, Adviser to the President of the Republic and Director of Legal Affairs of the Ministry of the Economy and Finance, makes him an informed connoisseur of the public sphere.

During his time at the Finance Ministry, he successfully led the major reform of the Public Procurement Code in 2004 and 2006 and participated in the implementation of legislation on partnership agreements, making him an invaluable contact on public procurement issues.

As an internationally recognised expert in the field of public investment, he is an expert of the French Government with UNCITRAL and the World Bank.

He is the author of many works on election law, the latest of which is entitled Le financement des campagnes électorales (translation: Campaign Finance).

Admitted to the Paris Bar since 2008.
